I am making a dumpster and the sides of it seem to be stretched on the texture. No matter what I do like Scale, rotate ect. It still is worse. And it makes it look bad.

Scaling or rotating in FPS Creator doesn't affect a model's UV map. You need to fix the UV map in your modeling program, and then re-export it.

Yes but in the modeling program (blender) I scaled and rotated it to see if it would make it look normal. I just wanted to see it in game to see if it was a good scale.

if you made changes to the model and they didn't show up in fpsc you may want to delete the .bin and .dbo files associated with that model.

If you upload the .blend file, I'll take a look at it and tell you what the problem is.

Alright, I took a look at it. The reason the texture on the sides of the dumpster were distorted was because their UV faces were way too undersized (see picture 1). Basically, the small texture areas inside of those two UV faces, (marked 'SIDES' in picture 1) were being stretched and distorted to fill out the dumpster's side faces. All I did to fix it was scale up the UV map for the dumpster's side faces (picture 2). It's also important the UV face resembles the face in the mesh (again, picture 2).

When you unwrap something in the future, try experimenting with the "project from bounds" option; which will unwrap whatever faces you have selected the way you're looking at it. Good luck!
