You should already have it. Update to a newer version of FPS Creator (V1.15, V.16, etc), and look in the bottom left corner in the editor for the store button. The store is free to use, but you have to purchase points in order to download media. Though there is a large collection of free items as well.

If you mean the full version of FPS Creator from the store, it is located in "TGC/Add-ons". The one you want to purchase is the "Build Game Upgrade"

This will make it so you can build games and give them out to your friends. However, this will not give you all the stock media (for that you need to order it from TGC).
