The problem is people just make a new tracker, so you report the new tracker and then discover something very interesting.
90% of all traffic handeled by the tracking server is illegal.

What's even more interesting is that they're exempt from legal prosceution because they claim "we do not manage our own content". So, a person who so happens to get a girl in a room, and so happens to take some money from a guy who then meets up with said girl, is in no way liable for any actions said girl performs on said guy.
The only reason we haven't completely abolished piracy is because no country has the balls to do it. And then we have GOOGLE comming out saying "Well, I'm a GOD and you're just a sorry little country... so F'You chinese government, I'm going to do what the hell I please" which only shows how despratly we need to setup firm guidlines to procecute against any individual, regardless of orgin of server or current address, for crimes against the state.
Server locality is bupkis and even the atterney using it know it... but no one has the balls to step down and lay down the law. Someone sitting from international waters fires an ICBM at a country. And you're saying said country wouldn't pull hell and high water to get that individual behind THEIR bars?
