Promotion is a sprite creator as well as doing other things. But maybe Ex Gen is better and/or cheaper. Not familiar with it.

EDIT:

I just took a look at Ex Gen. Probably would be a better decision than Promotion. It looks easier and less than half the cost (US80 for Promotion and US30 for Ex Gen). Although it does look like sprites is about the only thing it does.

You could use a free program like blender to make your decals. I did a test and it was very good quality. I guess it would depend on what you were going for. I attached a small sample.

You could use pacemaker (free)
or sprite forge.

ProMotion and Ex Gen are completely different programs, but you probably need both.

Ex Gen would be a good option for animated textures, explosions for instance. But ProMotion is actually a pixel art and sprite package, so would be nice for making GUI's and icons and stuff like that.

The middle ground would be to go for a traditional art package, like PSP9, in fact I'd take PSP9 over any other art package, because it can cope with everything from sprite and pixel work to particles and object textures. I prefer it to Photoshop, and it's much cheaper. So I would suggest getting a demo if you can, and trying out all these programs, and decide among them which ones you need, if not them all. I would suggest Ex Gen and PSP9 as good options, because PSP9 is better than ProMotion for everything, but Ex Gen offers something more unique, that you can't easily make yourself in an art package.

@ All contributers

Many Thanks will try them all and find the best.
I first off tried to use Airslides Decal maker 6, which seemed to be just what i needed, but it got as far as the preview and would not compile.
It kept on coming up with errors and file not found.
That was the reason to find another program.
