Your statement makes no sense. You say the model packs are made by people online (whatever that means) and then you say they can be redistributed if you give credit to FPS Creator. Why would FPS Creator need to be given credit if they were made by someone else?
Also, there are many, many third party model packs for FPS Creator. You just have to search for them, but redistribution is a very different matter. You must have permission from the artist who created the content to redistribute it, unless specifically otherwise stated in his/her use agreement.
