hello. I know theres a program the converts 3ds to x. but is there one that dose it the other way around?

I would like something that can convert an x, map, or b3d to an...

You can import .x files into Milkshape3D, and then export it into many different formats, 3DS included.

Try LithUnwrap.

Milkshape isn't free but I have both and prefer LithUnwrap for quick conversions.

This does remind me of something i'm curious about. Which models load better in DBP? 3ds seems a bit slow, wondering if .x is better.

.X is much better. .DBO is the best, but not many programs can do it.

.x is bound to be faster than .3ds as it's the raw DirectX format and DBP uses DirectX. However, .dbo is probably going to be faster still.

DBO is the fastest as it's DBs native format. X is next as it's quick to load, but it gets converted internally into DBO format anyway.
3DS shouldn't really be used as it's no longer supported due to it's many varying file formats.

Some people however will create all their object in 3ds format when developing them, then save them to X format for DB use. (Then convert them into dbo format for speed)

I however, use truespace's native SCN for scene information and save to X format for game use.

Did you know that DBC loads .X formats blazingly fast? You can load like a 20k polygon object with high texture resolution in a few seconds, where DBP takes around 6 minutes to load the same model. Why?

Hmm it doesn't on my 10 years old PC... it takes only few seconds for me to load a 20k model in DBP

Back on topic you can load 3ds into fragmotion and save as dbo/x and several other formats. It's free (if you can ignore the requests to purchase) and also does animation...

Nope. If you want I can make a video about it... I noticed that it's not actually the poly count, but more the texture resolution that makes DBP lag...
