Yes, use the SET WINDOW LAYOUT command to disable the title bar and everything else on the window.

If the title bar is important for you to keep then you could also set up a windows callback function using the SET MESSAGE CALLBACK command, and then filter out all window moves/resizing by calling STOP CURRENT MESSAGE. It's kind of a more advanced thing though so I'd advise not bothering unless it's really important.
