I think your aloud to do so, as long as you don't sell it.
Much like I am pretty sure you cannot sell FPSC games that include the original stock content(I could be wrong, you'd need someone from TGC to let you know)

You can sell all games made using FPSC content, (Including FPSC Games) you just can't sell game creation software or model packs using their models.
