I have 20.00$ to spend on whatever pack,or utility i want. I cant decide what to buy what do you guys think the best pack is?

Trade it into the TGC store to buy whatever you want from there.

You could buy Project Blue

You could wait for 1.17 so EAI releases his SWAT pack.

But for actual TGC model packs, I would have to say whatever your current game is focused on. If it's a medeval game, don't buy the SCI-FI packs.

If you...

....have to spend your money NOW for any reason and have no current project, then I'd recommend store points because you can spend the points, once you've decided on your first project.

....can hold on to your allowance a while I'd recommend to decide about your project first and then spend the money on the media you need.

Generally spoken, I would spend my money rather on weapons and creatures, since there are lots of HQ free segments and entities available.

In case you find my grammar and spelling weird ---> native German speaker ^^
