Two ways come to mind... If you want to pitch shift an audio file from within a DBPro program, check out this 'Enhanced Audio .dll'.

Although I havent tried that feature yet, there appears to be an AUDIO PITCH SHIFT command.

On the other hand, if you want to experiment with a lot of sounds to prep them for use in a game, I would suggest Audacity, a free audio editing program you can find at sourceforge.net. Its quite a good program from a quality and feature standpoint.
