So I would like to have spotlights in my games, is it possible to add them?

Yeah. If you go in to a modelling program, get a cone, invert all the faces and delete the flat face. Then create an entity with an invisible texture but still able to cast shadows, and you're done.

Don't ask me how to do those, I have no idea. But it's doable.

I'd love to see things from your point of view but I can't get my head that far up my bum.

I thought that there would be a light, that is shaped as a cone?

(like a securitylight)

PS. isn't there a light like that in modelpack 48?

Well, you could put a light entity inside my method and have a cone-shaped light, or you could give it a slightly transparent yellow texture and have a fake light. (Like Darimc's pack, mentioned earlier)

As Aaagreen said, use cones and place your light inside. It's actually a very cool way of doing it, because you can have direct control over the spread of the light, as seen in my pic below.

The left one would be a perfectly parallel spotlight, the next two have various levels of spread. Half Life 2 here we come!
