There is a camera looking at a tree with a rock next to it where somehow an arrow stuck into it. I want to out a 2d star around the puncture in the rock.

You could try using the OBJECT SCREEN X and Y commands, like:

Circle object screen x(100),object screen y(100),10

That would put a circle around the centre point of object 100 - might be worth having a hidden cube object that you position then get the screen position from that, as you might want to offset it, position it with a limb instead of an object for instance using limb position x y and z.

Oh i didn't know there where cammands as such. Thanks Van B.

I have a bunch of screen tagging, or whatever, in mind that would make this usefull. I think i will end up making that hidden cube for 3d-cords and stuff. Hopefully I can turn out some nice effects.
