I have a couple of sets of Sprites I want to use for my RPG, most of them are 32 x 32, but I have a couple of bmp's with 16 x 16 Sprites. If I scale them to 200% will that make them match up with the 32 x 32 Sprites? I tried to scale the entire bmp to 200% in paint but it had a fuzzy look and wasn't sure that would look good.

Usually there's an option for the type of smoothing - in PaintShopPro for instance if you select 'Pixel Resize' it would just double the pixel size with no smoothing.

It's usually best to scale up like that, but I would consider editing it once scaled, use the extra resolution. For the best scaling results, I tend to draw at double size, then scale down with smoothing, which gives nicer edges. Scaling up is always pretty ugly.
