Is there any shadow mapping shader like one from evolved-software.com , So it can be used with ati radeon 9250 graphics card?

Wouldn't have thought it was specific to nvidia only. If your card supports the shader version evolved's shader uses it should work. I'm pretty sure the 9250 hails from the geforce 6 era. So will be too old for modern shader stuff, that will support shader 1 and possibly 2, but that card was never meant to be a games beast, just a low end model really and will run slowly.
If I were you I try to get a secondhand geforce 7 or higher(a reasonably high end model for the time, not say a geforce 7300 or something, go for a 7800 or better). Or a new card, but as you are probably using agp, may be hard to get these days not looked for one in years. Just be careful of the power requirements on modern cards, as your psu will probably not be rated for them.
