I'm not exactly sure what you're after, but SET WINDOW ON should give the window a title bar to drag it around with. You can position the window with your program with SET WINDOW POSITION.

Yes just use screen height() and screen width() commands to find your desktop res and center the window using those values as your guide.

I think SCREEN WIDTH and SCREEN HEIGHT refer only to the DBP window, DESKTOP WIDTH and DESKTOP HEIGHT might be what you want.
