I am using 3DWS to create my terrain and map objects, but when I bring them into Dark GDK I have to scale them to make them fit... Should I try to make the 3DWS 1 unit = 1 foot which given the gravity in DP seems to be the most suitable, or should I scale up the models to fit and also multiply the gravity settings?

I'd recommend you try to stick to the same scale in 3DWS (or anything else for that matter), otherwise you'll end up having plenty of different sizes all over the place and it's not nice having to adjust the meshes via hard code (especially if you're wanting to have your application data driven rather than code driven).
