If you have the money, photoshop. If not, Gimp.

Now if you are very lazy you could always use paint.

Photoshop or Paintshop pro if you have enough money. Paint.net is a great free program though

I already have Photoshop. But it won't let me load in a uvw map of my hover tank.

I use a combination of MaPZone and Gimp, both free, both very good. Since you already have photoshop, I'd just download mapzone.
