If you want them buy them either from the TGC store or buy model pack 9 and/or 10.

Btw,I noticed a lot of cool looking weapons that aren't for sale anywhere.What happened to them?

I don't think there is a way to release them, although I'm sure that EAi will give you them if you email him offering £100,000!

I'm sure he didn't release them for a reason. Maybe they would explode and blow off the hands everytime you shot?
