Is there something that within dbpro or some addon to have the limbs of an object bend another object. like bend at the elbow on a long sleeve shirt that is a seperate object from the human arm.

There isn't any one command that will do this. You could set it up using vertexdata, but that would be very complicated.

My advice is that you just make one model of a guy with a shirt, and use a trick like this to bend the arm.

A little more complicated would be to create a cloth object using DarkPHYSICS and attach it to your person model. DarkPHYSICS tends to be pretty glitchy when you try to do anything past the basics, though, so that path is probably fraught with debugging.
