Well...you can help yourself with DarkShader,but other than that...Notepad.

Best thing to do is take one of the stock full screen shaders e.g. bloom and start learning HLSL.

Then get Dark Shader so you can check your shader compiles when adding code to it and preview it.

Writing a full screen shader from scratch would require a detailed knowledge of HLSL before you start coding.

Altering shaders that are already made is the best way to go. You can see how it works and make your changes from there. It also serves as a nice template for you to work from.
