Does DBP counts only lights in the screen or all of lights that are created?
How can I predict how much lights graphics card can handle?

As far as I know 8 lights are allowed in DB. DX may have changed in later revisions, but 8 is max allowed as far as I know. Plus unless you have a beast video card 8 lights is more than enough to contend with. Best bet is to try to texture bake standard lights and shadows, and fake the rest with dynamic lights.

No, 8 is the minimum number of lights that must be supported to qualify as a DirectX 9 compatible card.
