When will come fenix mod for 1.17 i need it really fast.

Probably because no one was donating any money. And since PB is a mod that you buy it has a higher Priority to keep it updated. Leaving no room in his schedule to keep fenix mod update..

On the official thread (http://forum.thegamecreators.com/?m=forum_view&t=155710&b=21) Hockeykid said that Fenix Mod IS dead but if there was enough interest he would add it to Project Blue. If you like this idea, go there and let him know because he won't do it if there isn't enough interest!
