In some instances, yes it only applies to the person hosting. In other instances, the person connecting to the player hosting may need to open ports as well, allowing data to be transferred by both locations.
In your example, Johnny would not have to open ports unless data is being sent back to him when he connects, and
only if it is required by FPSC.
