With the enhancements pack text to speech capabilities, if I make an executable out of it, will it work on someone elses computer even if they don't have the voices and API installed on it?

It's fun to be a channel of the Creator.

The computer voice (narrator) come's with API that is in some dll file, it would be probably default installed. Otherwise if text to speech pack carry the library file with text to speech API with it self, then there wouldn't be any problem. If speech pack does not have library file, you can try to include yours in game and extract it.

Note: Wait for future answers to get more info.
