I would like to retexture some of the starting models but i do not know how to do so. Could anybody please tell me how to retexture them, or at least any specific program that might be used to do so.

look at the community guide in your fpsc folder, i belive its in there if not....
search...

Gimp or paint.net, open the _d2 or _D texture with one of the programs and modify it the way you want, then save

If you want to use gim, you have to get a .dds plugin for it
