No i think that ENB series is something for Graphic...i remember it was in GTA SA...with that GTA:SA looks like GTA:4...but i'm not sure...

That's their home page. They have it for a lot of newer games now as well. GTA 4 looks really real with it.

There a few of these enb shaders on the forum already ,I think coz even had one where you didn't have to use a key to switch it on.

what kind of shader is this? full screen or what? and how does it alter anything? I'm not downloading this though, if it's illegal. I'm just curious.

I like to point out that you can't sale any games using enb shaders unless you get permission from the author.
