Yes, but if you want to build a game (creating a stand alone game) you'll have to purchase the "Build Game Upgrade" from the Store, or the Full Version (which also comes with more content to play with).

That's your fault then - level design, textures and models are important to achieve good looking maps, there's also dozens of Shaders around that increase the visual quality as well.
Just have a look around the
FPSC Models and Media board, you'll find lots of segments and entities there,
FPS-Files and
FPS-Media are also good places to lurk around.

The settings can be edited in the guns respective gunspec - FPS Creator\files\gamecore\guns\*Model Pack Name*\*Gun Name*\gunspec.txt
Take a look at the attached Airmod User Manual, that explains some of the gunspec settings.
You'll just have to turn your expectations a tad down; FPSC isn't meant to compete with all the commercial games out there.
