I have this idea of "bouncing" rays off of rotating planes, and the normal of the plane is quite easy to get (object angle), but how do I know if the ray hits the plane on the front side or the back side?

Actually I got an idea right after I submitted this...

I could just check the angle between the plane normal and the beam, and anything between -90 and +90 of would be on the front, the rest would be on the back... I think...
