Blender, Milkshape, Fragmotion, and/or 3D Studio Max; seem to be the softwares of choice by the FPS Creator community.

EDIT: To my knowledge, no. There isn't any TGC tool available at this time to edit the animations specifically for FPS Creator (such is with the entity maker/segment editor, etc).
