Is it possible to make game with 2 levels where one level is with fog and second level is without fog?

Yes it is. There is an article covering how to have different ambient levels in different levels in th Community Guide. The same concept should apply.

Fog and Ambience can be changed on the fly.
The easiest way is to manage this is simply by putting either dynamic entities or triggerzones into the level with a small script containing



and / or



as mainscript
