People who upload models for free, do not tend to give permission for you to redistribute them. For example, what if the creator of a model is gaining revenue on a website through advertising - the minute you take that media and distribute it without adverts your potentially harming the originators income. They also prefer people to download from their own sources, because that way they still have control - they could remove the model if a sole license was sought (which most artists would do in a heartbeat), also they can update it to fix any issues, keep track of downloads etc etc.
The bottom line is that we cannot be sure that the originator of that media is happy for you to upload it here, include it in your own pack, or even be associated with yourself, TGC, or anything like that.
So, if you didn't make the model and textures, don't upload it here - and there is absolutely no point in trying to justify re-distribution, because it can end up with TGC being sued, and we will not make exceptions under any circumstances.
It's like collecting lots of takeaway menus, and photocopying them and making a book of takeaway menus then handing them out to people. Now I'd probably appreciate that myself, having all those menus together... but the people earning money printing and delivering menus might not like it, the restaurant owners might not like their menus being bundled together and compared. It's the same thing - make no assumptions when it comes to this stuff.
