You can drive vehicles with vanilla, you just have to script it yourself. Been possible since the scripting language was introduced.

Drivable vehicles hmmm?
Well I found something for you! Look in in the TGC store (comes with the fpsc updates) and search "chopper" it may cost although it's worth it.
