Well, the real question is, what kind of computer are we talking about?

AMD Phenom II X6 3.2Ghz, 8GB DDR3 Extreme RAM,

If you are going to use the newest beta i would not suggest anything lower than a Core 2 Duo 2.GHZ,Gforce 9,4GB RAM.
Even with this spec FPSC still has slowdown issues,it seems odd as this setup can play games such as Crysis,RE5,FEAR on high settings
with no problems.
You could get away with using a PENTIUM 4 3.4GHZ CPU,but i would go with the cheap and cheerfull Core 2 Duo E4400.
FPSC runs like a dream if you revert to V1 with that setup.

Your signature has been erased by a mod please reduce it to 600x120 and no anim.

Wow, Deevos them specs are quite an overshoot dude...

My system (IMO) is rather powerful and I have no problem at all obtaining a constant 60fps with my specs! I also run DOOM 3, Crysis, Assassins Creed all on full settings with full AA and AS with my specs with significant fps. Whilst those specs are sweet, my setup is:

AMD Athlon LE-1640 (2.6Ghz) x64

2GB RAM

ATI 4670 (1GB) - Which I might add is THE best investment I have EVER made, you'd be very suprised at the capabilities of this card! I bought it 2 years ago, it supports SM 4.1 and the rumoured (1gb oversold) wouldn't be up to par, that wouldn't be the case!

Running: XP /sp3

People are running about today purchasing new hardware, the latest graphics cards (i used to do this myself years ago) until I last upgraded my comp 2 years ago when I bought the board and processor as a bundle from Scan for £90, £68 for the ATI card and £40 for the RAM, bought a 500GB sata HDD off GUMTREE for £40 and bob's your uncle. I can do all my modelling, post video production and gaming all on one machine for the cost of what? Less than £200!

FPS Creator seems to run rather smooth on my machine, never experience any lag (apart from the obvious) but I try to pay a LOT of attention to my level design to get it right first time!

This is my system spec:
WXP SP3 32bit.
Geforce 9800 GT 1GB
Core 2 Duo 2GHZ
4GB RAM
FPSC still lags on larger levels with this spec,its not the best spec in the world but for FPSC to lag using this spec takes the cookie?
Take the metro theater sample map for example,it averages at 34FPS with the above spec,and thats without enemies added,it isnt good enough for those standards.
Medium sized levels run smoothly though,but not perfect,just to point out that i have been using and following FPSC since it was released and have never made a full game that i have been pleased with due to performance.
This is not a rant though,i think FPSC is the greatest and easiest game creator EVER made,i just find that every update seems to take away a little bit of performance,V1.17 is still the best so far IMHO.

I understand what you're saying, but this is mainly due to the FPSC engine itself and not the hardware facilitating it. The hardware probably has loads of resources still available even when you're lagging like crazy at 10fps, the engine is a limitation upon itself, I suppose with the future development and introduction of new features and Lee working quite hard on the engine it will EVENTUALLY smooth things out, it's just a matter of time.

Take WASP mod for example, with SC concentrating on just 1/10th of what Lee did with the mod, he managed to increase FPS on most maps from 0-30 to 20-60. I think once 1.18 is out of BETA it will look a promising engine!

Edit: Yes I know what you mean RE: Features. But the features being implemented will also be optimised over time too, it's just a case of actually getting them to work first, then optimise the code as we go along. 1.18 has come a LONG way and hopefully upon final release it will be optimised enough to bring down a few resources (to make way for new features of course )

most older computers would likely not support dx9, but I'm not sure otherwise (I know nothing about computer hardware)

Their is a program that comes with FPS creator that checks to see if you can run the program. Go look in your FPSC directory where the setup ini is, there is a folder but inside it contains a bug report program and a can my machine run FPS creator.
