I know how to build simple room segment. But I wonder... what are external segments? What is their purpose?

Try using the stock ww2 or sci-fi segments in FPSC and paint both internal and external. Now play a game and observe that they are different.

Most custom segments don't use the external side however. They are the same on both sides.
