Characters don't want to respawn. I will give screen shoot with respawn settings and if something is wrong please repair.

Do you want your enemies to respawn after you have killed them? If so - you need to set "Spawn when dead?" to Yes.

The "Spawn after delay?" means that there will be a short delay from the start of the level before the entity is spawned.

I think spaw after delay means it will spawn when the character is dead and the delay has pased...
