This usually happens because you've paid for the product using a different Paypal account to the one you specified when you made your account, because of that the system can't match up the purchase with your account.
If you can send me an email with the PayPal transaction ID and your FPSC IP developer account username then I can link them manually for you.
Also posting on the FPSC IP thread instead of making a new thread for this is better as it keeps the forum cleaner and it's more likely I'll see it and respond
