Because what you uploaded here is a package of some mods with just some part of files you need, without credit.
Furthermore you have the Gunspec Pack for Model Pack 9 and 10 in which can be easily downloaded in the forums (and as far as I know, you are not allowed to put it into your own package).
Than what exactly is the whole "lighting" stuff? The only difference I can see is that you changed the "lightingquality" in the setup.ini up to 100. Whooho, that's some great stuff.
Than we have DoF and Water... Water already in the latest FPSC version and DoF is still not working right now (and yes no Mod has it working 100%, even mine had not worked perfectly).
Ragdoll and Gui x9 is also in 1.18.
Than "multyplayer"... well it's an Mod or it still does not work. Even so it does not matter for me.
So I don't want to say more than this, but everything I see here, is steeling other peoples work.
You even have the S4Mod Readme inside:
