What is the perfect level of ambiant light and of each color and of the fog. I'm trying to get the scary and dark look but my guns and enemies glow and it looks horrible so I'd like to know what settings make games like this look the best. Thanks

there are no settings to create a scary game, it all depends on you and how you do the design. use only punctual light sources, room design, creature/modeldesign and levelbuildup, music, sounds, textures etc.

when you are really good, you can create real horrific, shocking moments in a game that is set in bright sunlight.

all this is not about settings, its about creative experience.
take a picture, moviesnippet or something else and try to translate this into a game. you will learn.
