Hi,
I would like to generate a DLL providing some of DarkBasic Pro functions to another programm. Is there any way I can achieve this?

That's against the terms and conditions I believe...

Oh,
quite surprising. I just have a project in .net and I want just to add some functions, which I have already programmed for a DarkBasic Project.

Nope, it's not against the terms and conditions, You could look at pureBASIC (there's a thread on the WIP and I think Program Announcements boards) which lets you use DBP commands in various other languages such as Java and I think C++
