are there any FREE languages that let you create .dll files so that you can create your own commands without shelling out?

look for any C++ compiler you can find and test it

The Delphi 7 compiler was given away on a PCPlus cover disk a few months back too

Also Dev-Pascal with the FreePascal compiler is quite good.
It's widely Delphi 2 compatible, but misses some of the more advanced features newer Delphi verions have like dynamic arrays. And it's surprisingly fast, too.

No ... or yes, but only if you wrap their functionality in a standard DLL

Borland still offers their C++ compiler for free (I believe). Check out http://www.borland.com/products/downloads/download_cbuilder.html#.
