I think thats a modifacation of the source that Hockeykid and Kravenwolf are working on and you may not find anything like that yet.
you could try getting 2beasmodes scripts and mabe find a way to adjust them.

Hi guys,
Yes the whole top down thing is a mod I've been working on for me and Kravenwolf's DTO entry. After the contest, if there is enough interest I might end up selling the mod for relatively cheap.

I could definitely use that mod.

I checked out 2Beastmode4u scripts and this is about as top down
as you would get.
