I have not worked out how to program a DVD menu in DBPro yet but I can give you some of the fruits of my research into the same problem over the last week.
A DVD film has to be in the folter VIDEO_TS. The filename has to be VIDEO_TS.IFO. (I think it was IFO, not sure now I think about it!). The IFO contains the menu's and the film data, and I am unsure as to the actual format of the file. I do know that other files can be indexed from the VIDEO_TS.IFO file but as far as I can tell they must be in the VIDEO_TS folder.
To overcome the deadline pressure I faced I used a DVD menu builder called MySonic DVD. This allowed me to create a DVD menu and burn a DVD formatted disk. The only problem was that there was a delay between cutscenes and you cannot make your own visual style without Photoshop (although I had some success in modifying the existing templates to my needs). The MySonic DVD software came with my Aunts DVD writer.
I would love to be able to write my own DVD menu in DBPro, so if anyone has any information to add I too would like to hear it. Unfortunately the internet DVD community seems to be focused very much on how to pirate commercial videos and where completely unable to give any help at all with regards to how to author a brand new DVD. Very dissapointing.

God created the world in 7 days, but we're still waiting for the patch.
