I've been wondering for a while but not found an answer. If I want to publish through the Android Market I need to sign up as a developer. There is a $25 fee. Is this the only fee I have to pay to publish games on Android Market? Is it a one time fee?

Yes that is all you have to pay and it is a one time fee.
