well, if you are in school or student, there is a student-version of the whole actual creative suite for under 500, single aftereffects under 150 i think.
after-effects standalone... well you should try it first because its very complex. easy, but very complex. go adobe.com and search for 30day trial.

or look at ebay or elsewhere to get a version 5.0 and up. could be that you can find a free-version of an older one in the net (adobe is a nice company who knows that the kids of today are users of tomorrow

but what you want to do is basically a 2d/3d effect-text. so you can do it with a combination of blender and gimp, too. load 3d+textures/pics with alphafade, create layer on layer to blender and add some effects, thats the same after effects does. if you can handle blender using all the effect-plugins, particles and stuff, you can do everything you want, but could get very complicated when complex. thats the moment where ae (aftereffects) is way easier to handle. same with photoshop to ... any other 2d-painter.^^
