Possibly, if you can create string tables and use the cdecl calling convention.

You won't get access to the Constructor/Destructor/ReceiveCorePtr functions though because Borland C++ mangles names differently

You should be able to include a .def file to get the correct names.

LIBRARY MYPROJECT.DLL

EXPORTS
?Constructor@@YAXXZ = _Constructor
?Destructor@@YAXXZ = _Destructor
?ReceiveCoreDataPtr@@YAXPAX@ = _ReceiveCoreDataPtr

With the correct borland names.
