I would like to know that , if I re-skin someone's model by fpsc_tool and share it in here , is it offen someone copy right ?

You can re-texture a model as long as its a complete re-texture of the original this is for offcial fpsc models, 3rd party models may have a different license.

remb you can't post the re-texture with the model.

If you not sure if your re-texture is copyright free then put a post up with an screenshot of the model asking the original author if its ok to post the re-texture.
