Is there a minimum Mac spec for developing for iOS?

There are plenty of very cheap Mac Mini boxes around - but does it need to be Intel, and is there a lowest OS version?

I'll only use it for Xcode, so it doesn't need to be pretty!

you would want to aim for intel based macs. For OS I prefer mac OS 10.6 or 10.7 for xcode 3 to work, 10.7 just allows you to use xcode 4, which can support more features... but not needed.
