I have searched the my dbpro folder for help with the advanced terrain commands, DBPro accepts them, so I have made sure there is a valid certificate. But when I hit F1 for help, the help for that command does not appear. And I can't find anything in the dbpro folder either.

So,, where can I access these files, and how can I add them as keywords so that the F1 key works?

After a quick inspection, I'm not sure if there are any or not. However, there is a thread where Mr Bigger made some help files for it as well as keywords. http://forum.thegamecreators.com/?m=forum_view&t=77209&b=1

After a bit more searching, I found them in:
..\(DB install folder)\Help\commands\world\

Those are the standard terrain commands, not the Advanced Terrain commands. I don't know about Mr Bigger but Sixty Squares produced a free Help file as well. The attached zip file contains his version as well as the original Advanced Terrain Help file.
