Download my second version of Voice Analyzer. Help me how I can find the roots of voice understanding by computer: may be you know. I make the Talker. It is easy just print and look at ansvers on the screen, but voices might me cool than text chatting.

I need a DLL to direct soundcard access to read microfone data on the fly and do not use RECORD SOUND command. What can I use to write it by myself?

Else, I can make sound editor if Talker will fail. I think, Manual Sound Effect Maker will be interesting for you.

You can use the winmm.dll and MCI wavein and waveout commands. It's a little tricky and it takes setting up buffers. There are a few tutorials on the internet that discuss it. I'm in the process of learning it myself. Though I understand the idea, the details need some practice.
