Windows 7 runs with FPS Creator, correct? I need to know this, because it determins whether I'm getting FPS Creator or not.

Yes, FPSC X9 does work with Windows 7, you just need to make sure that you have DirectX 9.0c installed.

Yes, I run Win7 64bit and I install DirectX using this installer:
DirectX End-User Runtime Web Installer

And Here Is A Penguin:
FPSC OneSource [DeskTop App] - Bringing everything together into one.
